Objects and Policies Related to Projects:

THE OBJECTS OF F.A.I.M. & S.W.S.L. PROJECT VOLUNTEERS are:

A. To encourage and foster the advancement of International Understanding, Goodwill and Peace in developing countries.    

B. To encourage and organise F.A.I.M. Project Volunteer training teams and/or specialists to assist with developmental projects and also, when requested, to assist with the Health, Hunger, Humanity and Cultural needs of the people of such countries.    

C. To encourage F.A.I.M. Volunteer members and supporters to visit other countries with a view to contributing to a better understanding and tolerance of the culture and way of life of different people.

It is the Policy of F.A.I.M. PROJECT VOLUNTEERS

1. That F.A.I.M. Volunteers are prepared at all times to give consideration to projects that may be submitted by Rotary Clubs, recognised service or church organisations or by government departments or non-government agencies engaged in the work of assisting under-privileged peoples in countries throughout the world.

2. That F.A.I.M. Volunteers gives due consideration to the particular areas of the world needing assistance as may be encouraged or recommended by the Australian Government and The Rotary Foundation.

3. That the basic work of F.A.I.M. Volunteers is to provide the knowledge and, through working with and alongside the indigenous people of the country being assisted in a training role, a greater understanding of each others culture and customs will result.  

4. That the encouragement be given to the "use " of local labour to assist on the project, so that F.A.I.M. Volunteers are able to show and instruct the local population in appropriate skills.

5. That the recipient organisation will, where possible, appoint a competent person to liaise with the F.A.I.M. Volunteer Team leader to ensure that:
a. the construction projects satisfy the requirements of the recipient organisation and
b. the most efficient use is made of the skills and capabilities of the F.A.I.M.Volunteer training team

6. That the recipient organisation will ensure the provision of finance and materials to complete FULLY the project.

7. That it is the responsibility of the recipient or organisation associated with any project to arrange for the accommodation and the feeding of the F.A.I.M. Volunteers to an acceptable standard.

8. That a complete feasibility study be undertaken prior to the acceptance in principle of a project by R.A.W.C.S. Ltd. This study is to be conducted on site if at all possible, by a competent person or persons before F.A.I.M. Volunteer training teams are committed.

9. That before a project is accepted by R.A.W.C.S. Ltd. the nearest Rotary Club shall be advised of the project and their approval requested if they are able to obtain relative information to confirm it is a worthy project

10. That the approval of the Rotary District Governor, in whose district the F.AI.M.Volunteers may be involved, be obtained.

11. That the nearest Rotary Club to any project, in consultation with the survey team, be requested to advise R.A.W.C.S. Ltd. as to the suitability or otherwise in relation to the physical safety of the F.A.I.M. Volunteers and of any particular health hazard that may be encountered and any other advice.

12. That F.A.I.M. Volunteers do not work in areas where skilled or professional people are available to do the work, unless the local Rotary Club approves and guarantees R.A.W.C.S. Ltd. will be creating goodwill by working in such areas.

13. That every project should directly or indirectly benefit the local national community.

14. That the primary purpose of any buildings to be constructed should be for community centres providing for the health, hunger or humanity of the national people.

15. That F.A.I.M. Volunteers, male or female, be selected on the premise that they can contribute something to the project.

16. That generally the recipient organisation will be responsible for the transportation of the F.A.I.M. Volunteers from the nearest main airport to the project site.

17. That a minimum insurance cover is provided by the District Policy and that F.A.I.M. Volunteers shall be responsible to increase any insurance cover if the cover provided by R.A.W.C.S. LTD. on their behalf does not meet the volunteers requirements.

18. That R.A.W.C.S. Ltd. shall organise on the behalf of the F.A.I.M. Volunteers, a minimum level insurance to cover personal accident, personal liability, medical expenses, temporary and permanent disablement due to accident or sickness, provided that the conditions of the insurance cover do not exclude the F.A.I.M. Volunteer from this benefit.

19. That all F.A.I.M. Volunteers shall enter into a standard agreement as shown on the F.A.I.M. Volunteer Application Form indemnifying R.A.W.C.S. Ltd.

20. That all F.A.I.M. Volunteers shall submit to a medical examination and have the standard doctors' statement made and signed by a qualified medical practitioner.

21. That special permission will be required from the Regional Project Co-ordinator for any F.A.I.M. Volunteer over the age of 75 years or under the age of 18 years.

22. That all F.A.I.M. Volunteers should be ambassadors of goodwill.

23. That non Rotarian F.A.I.M. Volunteers be vouched for by Rotarians.

24. That female F.A.I.M. Volunteers and the work they perform is accepted in the host country.

25. That on completion of a project, a detailed written report shall be submitted to the Regional Project Co-ordinator

26. That following the completion of a project which was funded or received a subsidy from AusAid or The Rotary Foundation, a separate report, in addition to the report furnished to the National Project Co-ordinator, shall be submitted to the AusAid Liaison Officer and the Regional Office of The Rotary Foundation. All financial aspects of the project shall be included in this report along with any other details required by AusAid or The Rotary Foundation.

27. To foster the process described as " development / education" within Australia, by encouraging informed debate on the most appropriate method of assisting developing countries.

28. That in implementing the above policies, that due consideration be given to guidelines issued by AusAid and The Rotary Foundation.

29. That any design work offered by individual members of Rotary or a F.A.I.M. Volunteer team member, be offered as a SUGGESTION ONLY and if accepted must be accepted by the recipient organisation in question as its own design and be responsible for the design. R.A.W.C.S. Ltd. is not a commercial professional organisation and does not profess to have design expertise.

30. That any insurance claim be submitted through the volunteers’ District Insurance Officer and that only projects approved by the National Project Co-ordinator are covered by the District Insurance Policy.

31. That for approved projects, R.A.W.C.S. Ltd. is permitted to provide funding for materials to be used in appropriate projects as approved by the National Project Co-ordinator and the Chairman of the Project Funding Committee.
